Advice/referral letters are useful for developing a contact from networking when you are unable to reach the person by phone. This type of letter serves the purpose of a "letter of introduction."
Elements:

Introduction
Your knowledge of the reader and/or who referred you to them. This must be legitimate, since they may check with your contact.

Purpose
Information about yourself and why you are writing. Review your background, emphasizing experience, special skills, and accomplishments.

Defuse
A statement that you don't expect them to have, or know of, a job opening. State that your objective is to gain information.

An indication that you will call to schedule a meeting time or telephone conversation.
