Job Description

Utilities Company in Pasco County is seeking a Billing Supervisor to perform advanced customer service work coordinating the collection and processing of utility payments and other various municipal fees and supervising the job functions of the Customer Services Representatives and Meter Readers. Directly supervise up to 6 individuals. Occasional overtime may be required. Excellent benefits packages are available upon 60 days of permanent placement with organization.

-Direct supervision of customer service representatives and meter readers.
- Works with Public Works and Building Department to establish new water connections.
- Works with the Public Utilities Manager to co-ordinate utility reports, work orders, hydrant and construction meter connections.
- Creates forms, documents, and letters to provide up to date information for current and future residents.
- Answers questions and processes complaints regarding customer bills and fees.
- Receives and verifies cash and negotiable instruments for deposits on new accounts and payment of bills and other municipal fees.
- Oversees daily balancing of credits, deposits, adjustments and miscellaneous charges.
- Prepares form letters, records or lists; initiates work orders for water turn-ons, shut-offs, meter re-reads, and meter tests and follows up with necessary paperwork.
- Calculates fees, charges, refunds; prepares customer account adjustments.
- Maintains various records and documents and completes reports necessary to the checks and balances system within the utility function; performs other duties as required.
- Reviews meter readings for accuracy.
- Processes utility bills and prepares for mailing.
- Assists in the preparation of financial reports supporting the external audit process.
- Initiates procedures for collection of delinquent accounts.

Working hours: 8:00 AM - 5:00 PM

-Ability to learn and apply utility services and charges.
- Knowledge of customer billing and collection procedures
- Skilled in the operation of office equipment, such as calculators, scanners, computers, copiers, postage machines and cash handling.
- Ability to maintain accurate financial records and reports and to perform simple mathematical calculations, to process and count cash, to read computer printouts.
- Ability to effectively supervise utility billing staff: Orienting, training, scheduling, coaching, counseling and disciplining employees.
- Ability to use management skills such as analytical thinking, time management, collaboration, problem-solving, critical thinking, organization, delegating and accountability
-Working knowledge of MicroSoft Excel, Word, Outlook or other similar software.
- Familiarity with municipal utility billing software, such as Tyler Technologies/Incode and Paygov.
- Ability to exercise sound judgment in making decisions in accordance with applicable laws, ordinances, policies and procedures.
- Ability to deal effectively with the public in processing complaints and coping with extreme cases of human behavior
- Ability to maintain effective working relationships and communicate effectively with other employees, the public, vendors, and others who conduct business with the City
- Bi-lingual in English and Spanish is a plus

High School

1-4 years

Associate's Degree preferred; High School graduate or GED diploma required.
Three (3) years experience in utility billing, finance, banking, or business which has included extensive financial transactions, customer service, and employee supervision.

Tasks require the ability to sit for extended periods of time at a keyboard or work station accessing, inputting and retrieving information. The ability to lift light objects weighing 5??25 pounds.
Some tasks require the ability to communicate both orally and in writing.
