The Position will work in the team of Program Improvement and Quality Outcome, whose main mission is to provide a high level view of policies and procedures, and look for improvements to the process by analyzing data.

The Program and Policy Analyst is responsible for supporting the continuous quality improvement of Children's Long-Term Support (CLTS) programs in BCS, assuring that programs are responsive to the unique needs of children with long-term care needs and their families. This position performs comprehensive program data and policy analysis and related research, program planning, program evaluation and related financial activities, or comparable analytic functions. The Program and Policy Analyst works closely with the section chief in order to define program goals, develop and plan programs, develop policies and procedures to implement and administer these programs, and analyzes the current or projected effectiveness of programs in achieving goals.

Children's Services Program and Policy Analyst is also responsible for the coordination of a variety of projects for improving services for children with long-term care needs, as well as facilitating the development of training materials, and determining the appropriate training delivery to county waiver agency staff based on Department determined priorities and initiative implementation schedule.

Responsibilities:
o Provide policy analysis and development to ensure continuous quality improvement and responsiveness to needs of the CLTS programs
- Research and analyze existing policy in Wisconsin?s CLTS Waivers, Family Support Program and Katie Beckett Program.
- Analyze federal and state Medicaid rules and regulations, health care policy, and children?s long-term support systems.
- Develop options papers and recommendations for consideration by program management for new or revised strategies to improve programs.
- Write new or revised policy documentation in accordance with established conventions.
- Develop database programs, administrative systems, procedures documents, and training resources to support the implementation of agreed-upon policy changes.
- Assist with the development and implementation of annual record reviews.
- Assist with development of quality reports submitted to the federal Centers for Medicare and Medicaid Services (CMS).
- Assist in writing the CLTS Waiver renewal application(s).

o Represent program priorities on work groups developing new initiatives including data collection and reporting systems
- Participate as a Subject Matter Expert on appropriate work groups
- Review and provide feedback on system materials developed
- Participate in User Acceptance Testing (UAT) of systems under development, including solicitation volunteers from county waiver agencies to participate in UAT testing of systems under development and communicate with BITS to facilitate the testing.

o Develop Training Curriculum
- Works in cooperation work group, and participates in meetings as appropriate, to obtain necessary policy, regulatory and system information
- Assists in the development of written policies and procedures, technical assistance and training curriculum, training tools, handbooks, including job aides and handouts, and other methodology focused to county waiver agency managers and case management staff, using all appropriate adult learning style techniques (visual, auditory, kinetic)
- Assists in the development effective technical assistance / training curriculum, modules, job aides and handouts that are targeted for county waiver agency managers and case management staff, using DHS designated materials (e.g., manuals, handbooks, guides and other materials)
- Prepare written reports to evaluate and summarize success of training initiative

o Other duties as assigned and available

Education:
Bachelors

Experience:
1-4 years

Qualifications:
- Bachelor's degree or commensurate experience
- 5 years of applicable experience in Data analytics
- 2 years of training, training facilitation, IT and data analysis and reporting, or equivalent experience, preferably with county human service agency
- Experience with Performance measurement, developing training evaluations and learning assessment tools
- Experience in Data mining and analysis
