Job Description

Under specific direction, performs experienced professional work in support of the County's Housing Assistance Programs. The work includes determining client eligibility for financial assistance and providing education and counseling geared toward the client's specific needs.

Responsibilities:
- Determines client program eligibility for down payment assistance under existing laws and regulations. Evaluates income, household debt, family status, property and assets status, and related information to verify client eligibility. Determines assistance amount based on client's interview and data analysis.
- Makes appropriate placement of applicant in housing assistance program based on eligibility and need. Evaluates needs of clients identifying problematic areas, providing possible solutions, and making referrals to other community services as needed.
- Provides counseling to clients, establishes goals and action plans for improvement of client's household situation. May provide long-term case management. Provides special assistance to needy and handicapped clients by conducting home visits and interviews for qualifications into program.
- Maintains and documents case files.
- Reviews real estate contracts for accuracy and compliance with the County housing program. Assesses HUD-1 settlement statement for proper closing cost and client assistance. Coordinates and refers files to construction specialist for initial residential inspection. Evaluates good faith estimate for compliance with County housing program.
- Prepares cover letters and verification forms. Originates commitment letter to lender. Develops agreement, coordinates with client to set appointment for review, explains the agreement to the client and
has the client sign the agreement.
- Prepares and reviews environmental records to determine property location within flood zones and ensures proper insurance is recommended to the client. Prepares loan documents for closing and processes funds request through state program (SHIP) or federal program (HOME) funding sources.
- Ensures that Mortgage Modifications, Notice of Commencements, and Satisfaction of Mortgage are recorded with the Clerk of the Court. Attends and represents County and the client at First Time Homebuyer and Repair closings with Title Companies, performs loan underwriter duties and provides expertise on the housing programs and verifies that established County policy and procedures are followed.
- Refers rehab/repair project files to construction specialist for rehabilitation program process and procedures. Conducts program check and balance and processes contractor's payments request and payment applications for repair/rehab housing programs.

Working hours: 8:00 AM - 5:00 PM

Skills:
- Thorough knowledge of real estate transactions.
- Thorough knowledge of mortgage origination and underwriting, mortgage loans, and mortgage terms and types.
- Good knowledge of household finance.
- Good knowledge of methods and techniques of casework and counseling.
- Good knowledge of office practices, procedures, equipment, principles and techniques.
- Good knowledge of word processing and spreadsheet computer programs.
- Some knowledge of federal, state and local rules and regulations governing housing grants.
- Ability to perform public speaking.
- Ability to multi-task and work under minimum supervision.
- Ability to learn federal and state eligibility guidelines for grant funding programs.
- Ability to establish and maintain effective working relationships.
- Ability to maintain records, logs and master file system on clients.
- Ability to understand and follow verbal and written instructions and procedures.
- Ability to understand and interpret rules, regulations and policies.
- Ability to communicate effectively, both orally and in writing.
- Ability to prepare and submit comprehensive reports.

Education:
Bachelors

Experience:
4-7 years

Qualifications:
- Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Accounting, Finance, Real Estate Management, Social Worker or a Counseling related field. Additional qualifying education or experience which provides the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
- Ability to speak a second language (Spanish) is desired, but not required.
