Job Description

The Independent Living Quality Specialist brings expertise to the Office for Physical Disabilities and Independent Living (OPDIL) in the area of programs and services available to serve people with disabilities of all ages in Wisconsin provided by the state's eight Independent Living Centers. This position is responsible for assistance with contact management and oversight including program budgets and reporting. This position reviews program data for independent living core services and assistive technology, and assists with identifying unmet need and quality improvement opportunities. This position ensures efficient and quality services are provided to people with disabilities. This position includes a responsibility for ensuring cooperative working relationships with other governmental entities at the state and federal levels, private non-profit agencies and the county departments and commissions responsible for the local delivery of services. It includes responsibility to ensure that consumer linkages and consumer involvement in the development and formation of programs and policies is established and maintained. The position also includes responsibility to develop appropriate program integration to the maximum extent possible.

Responsibilities:
- Independent Living Centers (ILCs) Grant Administration, Contract Management and Quality Oversight.
- Develop, implement and provide support and oversight of a quality assurance system for the Independent Living Centers (ILCs) in Wisconsin to ensure high quality and effective services.
- Provide coordination assistance to the WisTech program
- Provide fiscal oversight to the Independent Living Centers contracts.
- Development and delivery of training and technical assistance to ILCs relating to quality assurance through quality improvement projects.
- Collaborate with stakeholders and contribute to the effective operation of ILCs statewide.

Working hours: 8:00 AM - 5:00 PM

Skills:
- Excellent verbal and written communication skills
- Excellent analytical and organizational skills
- Knowledge and understanding of Independent Living Centers preferred
- Knowledge of and familiarity of local, state, national and federal programs that serve people with disabilities
- Knowledge and understanding of the Americans with Disabilities Act (ADA) and other laws and mandates that protect people with disabilities

Education:
Bachelors

Experience:
4-7 years

Qualifications:
- 3 to 5 years of professional experience in Social Services, Human Services or other related fields
- Program and contract management experience
- Quality improvement experience preferred
- Grant writing experience
- Knowledge and understanding of Independent Living Centers preferred
- Knowledge of and familiarity of local, state, national and federal programs that serve people with disabilities
- Knowledge and understanding of the Americans with Disabilities Act (ADA) and other laws and mandates that protect people with disabilities
