Job Description

Under the general supervision of the Bureau of Children's Services (BCS), this position is responsible for administering the statewide unified intake and eligibility determination activities via the Children's Long-Term Support Functional Screen (CLTS FS). This position is responsible for coordinating and directing the activities of access and eligibility specialist staff employed by six regional entities contracted by DHS to provide eligibility determinations for individuals interested in applying for the Katie Beckett Program (KBP) on a statewide basis, and the Children's Long-Term Support (CLTS) Waiver Program and Children's Community Options Program (CCOP) within the 17 county waiver agencies participating in the unified intake, screening and eligibility determination model known as "Compass Wisconsin: Threshold (CWT).

This position is responsible for overseeing and ensuring the system and the contracted staffing are sufficient to promptly respond to all families interested in applying for the KBP on a statewide basis and for families applying for CLTS-W and CCOP within the specific regions covering the 17 CWT counties, based on timelines specified by BCS. Detailed responsibilities and activities are identified below:

- DHS/Bureau of Children's Services Communications
- KBP/CWT Consultant Training and Professional Development
- On-Going Access and Eligibility Specialists Caseload Support Activities
- General DHS and External Partner Relations
- Family Relations - Responding to parent/guardian questions, develop communication products and problem solve
- Fiscal Responsibilities
- Other duties as assigned and available.

Working hours: 8:00 AM - 5:00 PM

- Ability to make complex independent judgments and decisions within the scope of responsibility and interpret regulations and impact of decisions made
- Ability to facilitate effective training programs and related resources in an effective manner
- Excellent interpersonal and communication skills along with the ability to deliver constructive feedback in a diplomatic and professional manner
- Ability to handle multiple projects, adapt to change quickly and meet deadlines, exercising strong organizational and time management skills
- Ability to develop performance reports for executives, program managers and others, as well as the ability to interpret data to draw meaningful conclusions


4-7 years

- Bachelor's degree in related field or equivalent experience
- Masters degree preferred
- 5+ years of applicable experience with human services agency required
- 4 to 7 years experience in a director or Senior management position
- Experience and skills in developing curricula and training materials appropriate for adult learners
- Must possess a valid driver's license and maintain adequate auto insurance
- Ability to travel within the state of Wisconsin
