Job Description

Under general supervision of the Director of the Bureau of Children's Long Term Support Services, at the Department of Health Services, this position provides project management services related to bureau priority initiatives and complex IS/IT and human services projects. This position will have a lead role in managing and coordinating various projects for the programs this Bureau manages. Projects will include program benefit initiatives, wherein changes to program services will are revised, initiatives designed to reform the service delivery mechanisms throughout the state, systems improvement projects, including program access automation and program reporting improvements. Projects will also include internal employee engagement and development strategies, systems change preparedness.

Responsibilities will include work with internal and external stakeholders, including the department's information systems staff and subcontractors and external council's, county staff and regional entities subcontracted with the Bureau to operate programs locally throughout the state. The PM will need to develop project plans for crosscutting initiatives that have overlapping functions as well as discreet elements.

This position will be responsible for developing the program solutions, collaborating with other Project Managers and stakeholders to communicate the Bureaus critical pathways. This position will be responsible for applying systems solutions knowledge to program operations to improve efficiency, streamline data and reporting capabilities and improving program outputs.

- Project life cycle management (project selection and initiation, project planning, project execution, project closure).
- Consulting, documentation, communication, coordination, and risk identification and management.
- Estimating, tracking, measuring, status reporting and resource planning.
- Development, implementation and improvement of standards, policies and processes related to project management, request management, project classification and prioritization.
- Training, coaching, and mentoring department staff to help build project management skills and expertise.

Working hours: 8:00 AM - 5:00 PM

- Knowledge of and experience with principles, methods and tools for developing, scheduling, coordinating, and managing projects and resources (e.g. work breakdown structures, earned value, and critical path analysis)
- Ability to estimate and plan project timelines, milestones, and task schedules.
- Ability to monitor and control project processes according to plan.
- Ability to manage problems and changes that arise in projects.
- Knowledge of and experience with methods and tools used for risk identification, risk management, and risk mitigation.
- Knowledge of and experience with third-party vendor management methods.
- Knowledge of and experience with business requirements definition principles, practices, and techniques, as well as Business process improvement
- Knowledge of portfolio management principles, methods, and tools.
- Knowledge of and experience with quality assurance and quality improvement processes.
- Exceptional team building and leadership skills.
- Excellent and effective verbal and written communication skills; advanced presentation skills.
- Ability to establish and maintain effective working relationships across units and to manage and resolve conflicts over complex and sensitive issues.
- Ability to analyze incomplete information, evaluate alternatives, make appropriate recommendations for strategic and enterprise wide solutions.
- Knowledge of the Health Insurance Portability and Accountability Act (HIPAA)


10+ years

- Minimum 10 years experience managing projects in two or more of the following areas: IT Infrastructure, IT Security, Organizational Change, Policy Development, Policy Implementation, Procurement, Process/Quality Improvement, Program Analysis/Enhancement, Software Development, Strategic Planning, and Telecommunications.
- Knowledge of the Department of Health Services, Division of Medicaid Services and its respective programs.
- Experience in programmatic implications and policy and procedure development for changes that are systems driven
- Knowledge of interface with information systems upgrades and changes in program operations.
- Knowledge of use of information systems and business automation solutions available to program operations for use in managing initiatives.
- Training in formal project management methodologies; certification preferred.
