Special rules were put into place during the federally declared COVID-19 emergency to prevent people who receive BadgerCare Plus and Medicaid benefits from losing those benefits critical to their health during the pandemic. In anticipation of the federal declaration ending in 2022, the Division of Medicaid Services (DMS) is preparing to “unwind” the special rules and resume the normal processes that were in place before COVID-19. As these changes are implemented, aggressive communication and outreach activities are needed to keep members, county agencies, managed care organizations, community partners, consumer advocate agencies, and health care providers informed.
This position is responsible for:

- Assembling and following targeted communications plans from inception to completion/publication.
- Maintaining awareness of assigned communications work as it relates to the COVID-19 “Unwinding” Project.
- Leading communications workgroups and developing and implementing communications plans, as assigned.
- Serving as a communications representative on project workgroups to monitor and evaluate the communications needs associated with the project and provide expertise/support in the development of desired communications.
- Coordinating with all levels of the division to help ensure the accuracy and quality of assigned Communications.
- Working in collaboration with the communications director, communications section manager, lead unwinding communications coordinator, other members of the DMS Communications Team, and other contractors to ensure the division’s communications adhere to department styles and standards and support the department’s overall communications goals and objectives.
Position Summary:
Under the general supervision of the Communications Director, this position serves as a DMS communications specialist for the COVID-19 “Unwinding” project.
- Manage the research, writing, and development of communications needed to support the division’s efforts around unwinding temporary policies.
- Complete the full process of generating communication products, from creation to design, through editing and proofreading. Products may include social media toolkits, fact sheets, brochures, and flyers.
- Use design software programs such as Adobe InDesign, Illustrator, and Photoshop.
- Coordinate with subject matter experts and program administrators to research, write, and develop written materials such as correspondence, e-mail notices, talking points, and web content.
- Serve as a communications team representative on project workgroups as assigned. Represent DMS communications in internal and external meetings as needed.
- Work with subject matter experts and program administrators to write, design and maintain the DHS website using the Drupal platform.
- Facilitate the formal review and approval of materials using the DMS document review process through final approval by the division and department leadership teams.
- Proofread and edit materials as needed. Ensure materials are user-friendly, understandable to the public, and consistent with styles and standards.
Knowledge/Skills/Abilities:
- Excellent written and oral communication skills.
- Ability to work both individually and as part of a collaborative team.
- Ability to manage communications projects and knowledge of communications project planning and concepts.
- Understanding of the principles and practices of developing timely written communications including memos, reports, brochures, newsletters, e-mail notices, web pages, video presentations, PowerPoint presentations, etc., that effectively communicate program, policy, and other information to internal and external audiences.
- Ability to tailor messages for multiple stakeholder groups, including low literacy/numeracy groups.
- Knowledge of communications challenges, as well as techniques and design principles that emphasize accessibility and ease of understanding, including plain language and simple syntax; translations; and visual presentation.
- Ability to use discretion in dealing with confidential communications situations and information.
- Ability to produce strategic communications plans that effectively and proactively deliver health and human services messages and information about division programs to targeted audiences.
- Knowledge of basic grammar, AP style, and spelling, as well as the attention to detail to be able to effectively proofread using that knowledge.
Well-qualified candidates will have:
- The ability to use design software to create graphics for print and digital use.
- The ability to produce department/division communication for media and public use, including attention-grabbing social media pieces. DHS is on Instagram, Twitter, YouTube, Facebook, and LinkedIn.
- Abilities in other communications media, such as video or audio content creation.
- Knowledge of Medicaid and or FoodShare (SNAP) programs and policies.
- Skill in developing and managing web content using web content management platforms, DHS uses Drupal.
- Experience with GovDelivery, the messaging platform DHS uses to communicate with stakeholders.
- Experience with managing document review software, DHS uses Approval Manager.
- Knowledge of effective public relations strategies.
