Potential for a hybrid/remote schedule for Wisconsin residents
Spherion and the Department of Health Services, Division of Medicaid Services, are partnering to provide staff support for the Bureau of Fiscal Accountability & Management. The Home Community-Base Services Program Analyst will provide support for the ARPA Home Community-Base Services (HCBS) related projects and ensure that they have been following and/or will follow all Department guidelines and procedures in preparation of an eventual audit. The incumbent will be responsible for familiarizing themselves with certain guidelines and providing technical assistance to the project team.
Some of those guidelines include:
- Comprehensive written procedures for administration of programs
- Sufficiency of supporting documentation
- Consistency with ARPA HCBS guidance and Agency’s own program documents/grant agreements
- Subrecipient monitoring
Responsibilities and Duties:
- Assist bureau, division, and department management in identifying, analyzing, and developing necessary policy changes to meet state or federal mandates and/or serve the needs of program members
- Serve as a policy resource for DHS colleagues, fiscal partners, procurement, and other stakeholders
- Advise DHS project teams on the guidelines that will be referenced during eventual audits
- Advise teams on what information is needed for audits and where to effectively store this information
- Ensure programs and policies that are already implemented are within compliance standards
Qualifications:
- Bachelor's degree required
- Ability to work independently, under general supervision, and manage competing priorities and assignments
- Excellent communication skills, both verbally and in writing
- Strong analytical skills
- Ability to convey complex information effectively through verbal presentations
- Ability to understand and follow complex written and verbal directions and instructions
- Ability to prepare clear, concise, and complete analysis with supporting documentation
- Ability to exercise judgment and critical thinking in applying and interpreting administrative policies and procedures
- Excellent planning and organizational skills
- Fiscal/Accounting Knowledge
