The Program and Policy Analyst is responsible for supporting the continuous quality improvement of Children's Long-Term Support (CLTS) programs in BCS, assuring that programs are accessible and responsive to the unique needs of children with long-term care needs and their families. This position performs comprehensive program and policy analysis and related research, program planning, program evaluation and related financial activities, or comparable analytic functions. The Program and Policy Analyst works closely with the section manager in order to define program goals, develop and plan programs, develop policies and procedures to implement and administer these programs, and analyzes the current or projected effectiveness of programs in achieving goals.
The Access and Intake Program and Policy Analyst is also responsible for the coordination of a variety of projects for improving intake for children with long-term care needs, as well as facilitating the development of IT systems, policy and procedure technical assistance and training materials, and determining the appropriate training delivery to county waiver agency staff based on Department determined priorities and initiative implementation schedule.
Responsibilities:
- Provide policy analysis and development to ensure continuous quality improvement and responsiveness to needs of the CLTS programs.
- Research and analyze existing policy in Wisconsin?s CLTS Waivers, Katie Beckett, Birth to Three, Children Come First, and Wraparound Milwaukee Programs.
- Analyze federal and state Medicaid rules and regulations, health care policy, and children?s long-term support systems.
- Write new or revised policy documentation in accordance with established conventions.
- Develop database programs, administrative systems, procedures documents, and training resources to support the implementation of agreed-upon policy changes.
- Assist with development of quality reports submitted to the federal Centers for Medicare and Medicaid Services (CMS), and in writing the CLTS Waiver renewal application(s)
- Provide guidance to children?s program staff and county CLTS staff.
- Coordinate and facilitate topic-specific workgroup meetings with staff to develop and revise existing procedures for program implementation.
- Collaborate to develop waiver agency meetings, teleconferences and training agendas.
- Represent program priorities on workgroups developing new initiatives including data collection and reporting systems.
- Develop and maintain Program Access and Intake section internal training materials and procedural handbook materials related to day-to-day operations.
- Develop materials to enhance access to children?s services.
- Assist in the development and implementation of the professional development framework executed by the access professional development contractor.
- Represent program priorities on workgroups developing new initiatives including data collection and reporting systems.
- Coordinate, Track and Communicate Access and Intake IT and Data Needs.
