Spherion, in partnership with the State of Wisconsin Department of Health Services, is recruiting a Senior Project Manager to lead, manage, and coordinate the Wisconsin crisis intervention re-design project and all sub-projects related to this initiative. The initiative is designed to reform crisis intervention service delivery mechanisms and crisis systems improvement projects throughout the state. the Senior Project Manager will play a crucial role in ensuring the successful development of a crisis intervention state plan amendment as well as other initiatives related to this project.Responsibilities:- Manage multiple moderate to high-risk projects simultaneously and perform all phases of the project lifecycle- Work with bureau staff and other stakeholders to define project goals/objectives, success factors, budget, business requirements, and approach as well as assembling a project team and arranging for any necessary project resources- Conduct feasibility, risk, regulatory compliance, and ROI analyses for proposed projects- Develop and maintain project management artifacts including, but not limited to, business case documents, options analyses, project charters, project plans, work breakdown structures, project schedules, communication plans, decision logs, risk registers, project status reports, project sign off/acceptance documents, and post-project review documentation- Define the schedule and effort estimates for project milestones and Project Manager tasks based on input from team members- Make project assignments while providing leadership to the team, managing project scope, coordinating schedules, and ensuring the quality of deliverables- Work with stakeholders to identify, document, manage and mitigate risks associated with projects- Monitor, communicate, and report project progress against the project plan, requirements, budget, quality measures, and business results expected- Coordinate and schedule regular and ad-hoc project meetings; facilitate discussion to reach consensus when possible and to ensure project success- Work closely with the Project and Executive sponsors to ensure project objectives and criteria for success are achieved- Facilitate and participate in project change control activities and perform advanced business analysis functions as required- Develop solutions for program use of information systems to improve operations- Coordinate program implementation of new business processes, technology, and automationWorking hours: 8:00 AM - 4:00 PMSkills:- Ability to estimate and plan project timelines, milestones, and task schedules- Ability to monitor and control project processes according to plan- Advanced problem-solving skills to manage problems and changes that arise in projects- Ability to quickly establish and maintain effective working relationships with stakeholders including exceptional team building and leadership skills- Strong oral and written communication skills, including demonstrated skill in preparing clear, concise, and complete reports with supporting documentationEducation:BachelorsExperience:1-4 yearsQualifications:- Bachelors Degree in a related field required- Training in formal project management methodologies; certification preferred- Demonstrated experience developing, scheduling, coordinating, and managing large time-sensitive projects and resources- Experience in programmatic implications and policy and procedure development for changes that are systems driven- Knowledge of the Department of Health Services, Division of Medicaid Services, and its respective programs as well as knowledge of federal and state Medicaid laws and regulations- Knowledge of Wisconsins behavioral healthcare industry; knowledge of county-based behavioral health services and programs is desirable- Knowledge of and experience with methods and tools used for risk identification, risk management, and risk mitigation- Knowledge of and experience with quality assurance and quality improvement processes- Knowledge of the healthcare billing process, including healthcare claims submission, processing, and payment- Knowledge of and experience with information systems and business automation solutions used in program operations for managing initiatives- Knowledge of and experience with third-party vendor management methods and business requirement definition principles, practices, and techniques- Knowledge of Microsoft Professional Office Suite and advanced skills with MS Project Apply via the apply button in the top right hand corner today!Spherion has helped thousands of people just like you find work happiness!
