Spherion is assisting the Department of Health Services, Bureau of Fiscal Accountability and Management (BFAM), in finding an analyst to serve as the lead analyst on the Local Government Delivery Systems (LGDS) team housed within BFAM. The incumbent will assist in the implementation of the public ambulance provider CPE that we have titled the WI Ground Emergency Medical Transportation CPE (WI GEMT) program.
Project Overview:
In April 2022, the Wisconsin State Legislature enacted 2021 Wisconsin ACT 228. ACT 228 requires the Department to implement two separate programs benefiting ambulance service providers in Wisconsin-
- Establish supplemental reimbursements under the Medical Assistance program under this subchapter to public ambulance service providers, as defined in s. 256.01 (3), for ground emergency medical transportation through certified public expenditures (CPE)
- Establish a tax assessment program and redistribution of enhanced federal funding to privately owned ambulance providers
Under this program, publicly owned ambulance providers may now elect to participate in an annual cost reporting process that could result in additional federal funding. The state has contracted with Public Consulting Group (PCG) to develop and maintain a web-based cost reporting tool as well as provide technical expertise in development of the required Medicaid State Plan Amendment which grants the state authority to administer this program and provide training/technical assistance to providers in completion of the cost report. There are approximately 600 unique providers who may qualify for this program but only roughly 200 actively bill Medicaid for services on an annual basis.
Minimally qualified applicants will have the following:
- Experience with policy development and analysis
- Experience providing financial oversight through the monitoring, data analysis, trend forecasting, and/or fiscal projections of budgets and expenditures
- Experience analyzing data using analytic tools and programs (e.g., Excel, Tableau, SAS, etc.) and presenting gathered information through presentations and reports
Well-qualified applicants will have one or more of the following:
- Experience with health policy development and analysis
- Experience providing financial oversight for large programs through the monitoring, analysis, and reporting of budgets and expenditures
- Experience working in a highly regulated, complex organization such as a government or health care system
- Experience collaborating with multiple stakeholders who have different perspectives on budgetary or fiscal issues
