Under the general supervision of the Section Chief of the Systems Infrastructure Accountability Section in the Bureau of Fiscal Accountability and Management (BFAM) Division of Medicaid Services (DMS), this work from home position has broad oversight, decision making, and major contract administration responsibilities for the procurement, implementation, evaluation, enhancement and establishment of standards and assures efficient and effective administration of the Enrollment & Eligibility System (E&E) contract with enterprise-wide, program-wide and division-wide implications. This position has responsibility and decision making authority to conduct procurements for E&E systems and services, including researching, developing, coordinating and executing specifications to be included in Requests for Proposals (RFP) for systems and services by external vendors.Responsibilities:This position conducts reviews and develops contract language, contract reports, proposals, and special analyses. The work includes expenditure analyses, development of budget proposals, budget projections, resource estimates, and Advance Planning Documents (APD) for federal funding. This position participates in Division and Department policy decisions relative to E&E contract issues and leads special inter-Divisional projects.The E&E System contract, with program-wide, division-wide and department-wide systems and operations responsibilities, is approximately $137 million annually in federal and state funds. The E&E vendor operates the federally certified automated and integrated eligibility system used to administer public assistance programs. The E&E system is managed and maintained by the Department of Health Services (DHS) and the Department of Children and Families (DCF). The E&E System is paid for with state and federal funds. DHS has all ownership rights in software or modifications thereof and associated documentation designed, developed or installed with Federal financial participation.
