Spherion, in partnership with the State of Wisconsin Department of Health Services, is recruiting a Policy Analyst to join the Behavioral Health Policy Section within the Bureau of Benefits Policy. This bureau develops and implements policies for mental health and substance use treatment benefits under the Wisconsin Medicaid and BadgerCare Plus programs. The Program and Policy Analyst is responsible for leading policy reform of the Crisis Intervention benefit, with the goal of aligning the benefit with ARPA requirements and other Department initiatives for crisis services.Responsibilities:- Analyze proposed or required changes to coverage and reimbursement policies for assigned benefit areas- Develop alternative health care delivery models and coordinate the implementation of approved policy initiatives- Draft communications to healthcare providers to announce policy changes and present options related to the policy change- Coordinate the implementation of approved policy initiatives- Work with technical staff to ensure accurate payment of healthcare providers- Manage ongoing administration of assigned benefit areas- Propose budget initiatives to improve the cost-effectiveness and quality of assigned benefits areas- Respond orally and in writing to complex questions from healthcare providers, legislative staff, and other stakeholders regarding coverage and reimbursement policies- Serve as the content expert for assigned benefit areasWorking hours: 9:00 AM - 5:00 PMSkills:- Ability to work independently, under general supervision, and to exercise good judgment- Ability to quickly acquire a competent working knowledge of systems and concepts- Strong interpersonal skills, including demonstrated teamwork and collaboration skills and the ability to maintain relationships with a variety of stakeholders- Strong oral and written communication skills, including demonstrated skill preparing clear, concise, and complete reports with supporting documentation- Ability to exercise judgment and discretion in developing, applying, and interpreting administrative policies and proceduresEducation:BachelorsExperience:1-4 yearsQualifications:- Bachelors degree in related field or equivalent experience- Demonstrated proficiency with Microsoft Office Suite, PowerPoint, and remote communication technology (such as Zoom) required.
