Spherion Staffing is seeking multiple IT Project Managers in/around Pierre, SD to support a state government initiative to support various program areas. This is a hybrid position with requirement of being onsite once/month. Travel costs will be reimbursed separately to include lodging, mileage, and meals which will be reimbursed at state rates.

Responsibilities:
-Lead a team of business and data analysts to oversee the design, development, and implementation of various information system transformation projects
-Provide strategic direction to the agency.
-Assists with defining strategic direction of enterprise level IT implementations
-Define business and technological requirements, consults with product owner, subject matter experts, and scrum teams to define business needs and objectives
-Provide project management of highly complex large scale enterprise IT projects and smaller scale projects
-Lead and coordinate efforts of development team and vendors to ensure solutions are implemented successfully
-Ensure project governance and monitoring controls are in place
-Responsible to ensure project design, development, and implementation are on time and budget
-Mentor state personnel in project management and over time potentially train state resources to take over this function

Qualifications:
-Knowledge of child support program policies, procedures, and business practices
-Experience on child support system modernization projects
-Successful experience managing information technology solutions
-PMP certification or equivalent working experience
-Knowledge of various software development methodologies (agile, waterfall, DevOps, etc.)
-Experience in successfully applying project management and project governance principles
