Leadership & Team Supervision-Provide direct supervision, guidance, and workload management for 3 FTEs (Engineer Tech 3)-Review staff deliverables for consistency, quality, and adherence to applicable regulatory methods-Lead and manage team performance, fostering a collaborative group cultureRegulatory & Permitting Management-Oversee staff in evaluating construction and drainage permit applications, developing technical recommendations for the Director and State Engineer-Process emergency drain and construction permit applications under abbreviated timelines-Review, advise on, and implement code and policy improvements within the division-Address appeals regarding regulatory decisions issued by local water resource districts-Direct responses and field investigations for public complaints regarding unauthorized water projects, coordinating across agencies as neededLegal, Legislative & Public Representation-Testify and represent the Department in legal proceedings related to section functions-Deliver testimony to the North Dakota Legislature as directed-Serve as the Division Director's proxy at applicable public meetings when necessary-Assist local entities and the public in understanding state water resource development and permitting processes

-Bachelor's degree in civil or water resources engineering-Minimum of 2 years of professional experience working in a regulatory capacity-Certified Floodplain Manager (CFM)-Working knowledge of the National Flood Insurance Program (NFIP)-Proven ability to lead and manage teams-Skilled in public speaking and delivering presentations-Experience working with various levels of government-Hydraulic and hydrologic modeling experience
-Bachelor's degree in the Engineering field-Minimum of 3 years of relevant administrative engineering and supervisory experience-Minimum of 4 years of relevant experience in surface water hydrology and hydraulics or comparable professional experience.-Registered as a Professional Engineer (PE) in the state of ND or ability to obtain licensure within 12 months of hire (registered PE in another state with ability to obtain ND registration within 12 months will also be considered)-Demonstrated proficiency in Geographic Information Systems (GIS) applications and tools-Excellent oral, written and interpersonal communication skills-Possess database management, organizational skills, attention to detail and willingness to work as part of a team-Able and willing to travel as necessary (not significant)
