As a Program Specialist within the CARES Problem Resolution Team, you will act as a primary subject matter expert for Income Maintenance (IM) policy and system operations. You will ensure that over $300M in annual benefits are administered accurately by supporting 10 IM Consortia, tribal agencies, and Milwaukee Enrollment Services.
Responsibilities:
Technical Consulting (40%): Serve as the go-to contact for resolving complex policy questions and ensuring consistency across state and local agencies.
Systems Expert (40%): Provide high-level technical assistance for the CARES and CWW systems, identifying bugs, documenting system fixes, and communicating workarounds to users.
Strategic Planning (10%): Participate in cross-departmental workgroups to design business requirements for new policy implementations and system updates.
Advocacy & Resolution (5%): Investigate and resolve high-priority inquiries coming from the Governors office, the DHS Secretary, and federal partners.
Continuous Improvement (5%): Review training materials and worker handbooks to ensure they are accurate, clear, and ready for statewide use.
Skills:
Deep knowledge of federal and state laws, regulations, and rules governing income maintenance programs (Medicaid, BadgerCare+, FoodShare).
Functional knowledge of the CARES, CWW, ACCESS, and interChange systems.
Understanding the "under the hood" mechanics, including database designs and table structures.
Ability to translate complex "tech-speak" or dense legal policy into clear, actionable advice for non-technical readers.
Solid oral and written communication skills for interacting with state/local agencies and the public.
Ability to independently research system bugs, identify priorities, and solve complex problems.
Knowledge of privacy and security requirements, such as HIPAA.

Technical Tools: Knowledge of training tools (computer-based training, video/audio capture) and "help desk" processes
