Job Description:
The Site Manager oversees daily property operations, ensuring full compliance with LIHTC, RD, and Section 8 regulations while managing tenant relations from intake and leasing to annual recertifications. This active role coordinates property maintenance, collects rent and laundry revenue, and maintains rigorous funder recordkeeping to ensure a safe, high-quality living environment. Candidates must possess a strong background in affordable housing compliance, reliable transportation, and the physical ability to conduct frequent property inspections.
Responsibilities:
- Manage all aspects of applicant screening, leasing, and mandatory annual recertifications in strict accordance with LIHTC, Rural Development (RD), and Section 8 guidelines.
- Process rental applications, conduct interviews, execute lease agreements, collect security deposits, and ensure timely monthly rent collection.
- Maintain an accurate waitlist and collaborate with leadership to market available units, minimizing vacancy times through efficient three-day tenant turnovers.
- Conduct regular inspections to identify maintenance issues, coordinate repairs with staff, and immediately report unsafe or unsanitary conditions to ensure health and safety.
- Collect and reconcile laundry revenue, assist with budget preparation, and accurately maintain all property records and funder-required reports on schedule.
- Serve as a local community expert to assist tenants, maintain a professional office environment, and handle clerical duties such as phone calls and correspondence.
Education: Associate Degree
- Associate degree in Property, Management, or a related field, plus 3 to 6 months of experience (or an equivalent combination of education and experience)
- High School Diploma or GED.
- Tax Credit Designation (OR a willingness to obtain it within 6 months of hire).
- Valid Drivers License (with reliable mode of transportation and an acceptable driving record)
Experience: 12 months
- Three to six months of experience is preferred.
- At least 1 year of relevant property management experience is required.
Skills:
- Mastery of LIHTC, Rural Development (RD), and Section 8 regulations, including eligibility criteria.
- Ability to screen applicants, conduct interviews, verify income, process leases, and manage a waitlist.
- Proficiency in basic file management using Microsoft Word and Excel, alongside general office administration (phones, mailing, and recordkeeping).
- Skill in collecting rent on time, reconciling laundry money, handling security deposits, and assisting with budget preparation.
