      Indefinite, temporary position!Remote/onsite hybrid schedule (must be onsite in Madison, WI 2-3 days/week)Upgraded Spherion benefits package!PTO!Spherion is recruiting a Policy Analyst for our State of Wisconsin client!You will collaborate with a team of other Policy Analysts in the Policy Section within the Bureau of Benefits Policy housed in the Division of Medicaid Services, which develops and implements policy for benefits under the Wisconsin Medicaid and BadgerCare Plus programs.Responsibilities:Duties include, but are not limited to, drafting communications to healthcare providers to announce policy changes, working with technical staff to ensure accurate payment of healthcare providers, collaborating with intra-departmental workgroups, researching and responding to coverage and reimbursement questions from external stakeholders, and acting as a liaison with behavioral healthcare providers. Long-term activities include, but are not limited to, analyzing proposed changes to coverage and reimbursement policies, developing alternative health care delivery models, and proposing budget initiatives to improve the cost-effectiveness and quality of assigned benefit areas.Working hours: 8:00 AM - 4:30 PMSkills:- Strong qualitative and quantitative analytical skills- Advanced oral and written communications skills including demonstrated skill in preparing clear, concise, and complete reports with supporting documentation- Ability to establish and maintain effective working relationships with other staff, state and local agencies, providers, and other stakeholders- Ability to exercise judgment and discretion in developing, applying, and interpreting administrative policies and proceduresEducation:BachelorsExperience:1-4 yearsQualifications:- Bachelors degree in a related field- Two years of policy experience and/or experience with Wisconsin Medicaid systems preferred- General knowledge of the Wisconsin healthcare industry, including its composition and regulation- Considerable knowledge of research and policy analysis methodologies- Knowledge of federal and state Medicaid laws and regulations- Knowledge of the healthcare billing process, including healthcare claims submission, processing, and payment- Demonstrated proficiency with Microsoft Office Suite, PowerPoint, and remote communication technology (such as Zoom) required.
