The Money Follows the Person Program and Policy Analyst is a specialized fiscal leadership role within the Wisconsin Department of Health Services, responsible for the end-to-end management of the Money Follows the Person (MFP) federal grant. A primary focus of the role is maintaining the "Maintenance of Effort" and "Rebalancing" requirements for long-term care systems, which involves complex budget formulation, multi-year forecasting, and legislative fiscal analysis. Beyond fiscal oversight, the Analyst serves as a strategic liaison to Tribal Aging Departments, Managed Care Organizations, and internal Bureau leadership to ensure project transparency and financial sustainability.
The Money Follows the Person (MFP) program is a federal Medicaid program that helps individuals transition from long-term care institutions (like nursing homes) back into community-based settings, such as their own home, an apartment, or a small group home. It provides enhanced federal funding to states to pay for moving costs, services, and supports, enabling, and encouraging, a shift towards home-based care.
Responsibilities:
- Grant Lifecycle Management: Directs the design and implementation of federal grant initiatives, managing budgets that span multiple years and ensuring rigorous documentation for federal reporting.
- Fiscal Oversight & Compliance: Ensures all program spending meets federal rebalancing goals and statutory requirements, including the preparation of fiscal notes for legislative review.
- Strategic Evaluation: Conducts ROI (Return on Investment) analyses and evaluates the financial viability of new pilot projects before they are scaled within the state.
- Stakeholder Partnership: Acts as a primary fiscal contact for external partners, providing technical assistance and oversight to ensure local agencies utilize federal funds appropriately
Skills:
- LTSS Systems Expertise: Deep understanding of Long-Term Services and Supports (LTSS) and the shift from institutional care to home and community-based services (HCBS).
- Rebalancing Reinvestment: Specific experience managing the tracking and allocation of "rebalancing" funds generated by enhanced Federal Medical Assistance Percentage (FMAP).
- Wisconsin Program Familiarity: Knowledge of specific Wisconsin MFP-funded initiatives such as the WisCaregiver Career Program and direct care professional retention bonus programs.
- Tribal Coordination: Ability to partner with Tribal Aging Departments and leadership to design fiscally sustainable programs that honor tribal sovereignty.
- Stakeholder Liaison: Acting as a primary fiscal point of contact for Managed Care Organizations (MCOs), IRIS agencies, and advocacy groups.
- Technical Assistance: Providing fiscal training and guidance to external grantees and tribal partners regarding federal reporting and expenditure.
- Transparency Reporting: Experience developing public-facing financial dashboards or reports to demonstrate the accountability and impact of funding.
- Federal Grant Lifecycle Management: Comprehensive management of grant lifecycles, ensuring expenditures align with federal "Maintenance of Effort" and "Rebalancing" requirements.
- Budget Formulation: Developing annual program budgets and coordinating with leadership to align with state biennial budget cycles and federal award periods.
- Accounting System Proficiency: Monitoring and reconciling program expenditures within the STAR (PeopleSoft) accounting system
