Spherion is supporting a public health agency's mission to enhance community-based care by hiring a Financial Grants Analyst. In this role, you will take the lead on strategic project initiatives and fiscal evaluations that directly improve the lives of seniors and adults with disabilities across Wisconsin. You will be at the heart of a program that rebalances healthcare systems to provide more equitable, community-focused support.
Responsibilities:
- Lead the fiscal design and launch of new project initiatives like the Capacity Building Fund
- Conduct cost-benefit research to determine the return on investment for healthcare pilot programs
- Manage the tracking and reinvestment of federal funds to build community service capacity
- Serve as the primary fiscal contact for tribal leadership and external healthcare vendors
- Develop financial dashboards that show the real-world impact of program funding
- Monitor and reconcile expenditures within state and federal accounting systems to ensure compliance
- Prepare and submit mandatory federal financial reports to maintain grant integrity
Preferred Skills:
- Strategic Leadership: Experience leading project initiatives and performing program evaluations to determine return on investment
- Stakeholder Liaison: Ability to act as a fiscal lead for external partners, including Tribal Aging Departments and healthcare vendors
- Fiscal Forecasting: Skills in conducting multi-year financial projections to ensure program sustainability across grant cycles
- Public Transparency: Experience developing financial dashboards or reports that demonstrate program impact to the public
- Technical Training: Ability to provide fiscal training and technical assistance to external grantees to ensure federal compliance
- Medicaid Knowledge: Familiarity with Long-Term Services and Supports or Home and Community-Based Services systems
Required Skills:
- Educational Background: Bachelors degree in Public Administration, Social Work, Public Health, or a related field
- Grant Management: Proven experience managing the comprehensive financial lifecycle of federal grants
- Regulatory Compliance: In-depth knowledge of 2 CFR Part 200 and state prompt payment laws
- Financial Reporting: Ability to prepare and submit mandatory Federal Financial Reports and maintain audit-ready records
- Accounting Systems: Proficiency in reconciling program expenditures within complex systems like STAR or Medicaid Management Information Systems
- Budget Development: Experience formulating annual program budgets and coordinating with leadership to align with biennial budget cycles
