The Office Administrator & HR/Payroll Operations acts as the primary liaison between the organization and external outsourcing providers for Payroll, Accounts Payable, Certified Payroll (CPR), and Union Benefits. This role is responsible for coordinating and supporting Human Resources, General Affairs, and compliance-related administrative functions. The position ensures timely communication, accurate data submission, and regulatory compliance while maintaining internal controls in accordance with company policies, union requirements, and government regulations.

Responsibilities:
Vendor & Payroll Coordination: Act as the primary liaison for outsourced payroll, accounts payable, and HR vendors. Coordinate data submission, monitor deadlines, and audit external reports for accuracy.
HR Administration: Manage the employee lifecycle including onboarding, offboarding, and personnel record maintenance. Support leave administration (FMLA/CFRA) and benefits enrollment.
Compliance & Union Oversight: Coordinate Certified Payroll Reporting (CPR) and union fringe benefit administration. Ensure compliance with prevailing wage laws and labor classifications.
General Affairs: Oversee office operations, document control, and company licensing/insurance records. Respond to employee inquiries regarding payroll and HR policies.
Internal Controls: Maintain strict confidentiality of employee data, support internal audits, and identify process improvements to mitigate compliance risks.
Working hours: 8:00 AM - 5:00 PM
Skills:
Experience in the Construction or Public Works industry.
Strong knowledge of Union Environment requirements and fringe benefit administration.
Familiarity with Certified Payroll Reporting (CPR) systems and labor compliance software.
Experience using Paychex or similar integrated HRIS/Payroll platforms.
Advanced Excel skills (Pivot Tables, VLOOKUPs) for data reconciliation.
