As a Payroll Specialist, you will be responsible for leading payroll operations, including semi-monthly and off-cycle payroll submissions,  managing and monitoring employee leave within the payroll system, and conducting regular audits. You will provide accurate and timely  payroll services for all employees, develop and update records and reports, and manage payroll metrics.  Additionally, you will collaborate with management to build best practice payroll frameworks, aligned with company values, strategies, and  performance measures. You will also oversee the setup, administration, and management of prevailing wage rates within the payroll  system and ensure compliance with company policies and procedures. Working under general supervision and reporting to the department  Manager, you will be expected to independently handle day-to-day tasks with clear guidelines and procedures, with only unusual issues  referred to management.  
Additional information: 
- This position is part-time, Monday to Friday with a 30-hour workweek. 
- This role requires on-site presence and does not offer remote work options. 
- You will be expected to work some overtime on occasion.

Responsibilities:
Accountable for owning the day-to-day payroll functions with the team. 
Process off-cycle and semi-monthly payroll for all employees. 
Ensure legal compliance in completing all paperwork including all federal, state, and local laws regarding payroll administration, prevailing wage, and certified reporting. 
Responsible for prevailing wage setup and processing of certified payrolls. 
Calculate, post, and audit payroll and timekeeping information. 
Utilize mathematical techniques to document and assure the accuracy of employee work hours, PTO leave, and other related  calculations. 
Research and resolve complex payroll questions, inquiries, and verifications for employment/unemployment and other payroll related data. 
Prepare month-end recording of payroll-related tasks, PTO liability, and labor allocations in accordance with company processes. 
Perform audit of 941 forms quarterly. 
Create and assess regular and special reports in relation to payroll. 
Examine current payroll policies and procedures and recommend best practices for efficiency and accuracy. 
Provide courteous, flexible, and satisfactory customer service within the company by responding to routine timekeeping and payroll  inquiries, making changes to employees? information, resolving discrepancies, and clarifying procedures for employees, supervisors,  managers, and others. 
Attend work on a regular and continuous basis. 
Other duties as assigned.

Physical Requirements: 
- Ability to sit for extended periods of time and use repetitive motions including writing and typing.  
- Specific vision requirements include close, distant, and peripheral vision, depth perception, and focus adjustment. 
- Requires use of near vision with or without correction, and an ability to see details at close range (such as using a computer monitor,  reading reports, etc.).  
- Use of computer systems, video displays, keyboard, mouse, and other peripherals for prolonged periods of time. 
- Use of hands to hold, grip, carry, and physically interact with objects, tools, or controls.  
- Must be able to navigate all areas of the office, occasionally including areas accessible only by stairs. 
- May require carrying, lifting, pushing and/or pulling objects up to 25 pounds.
