This role is ideal for a strategic professional dedicated to improving systems for children with disabilities and special healthcare needs, including the critical Birth to 3 Program. You will lead the design and oversight of vital programs that ensure families across the state have access to the developmental resources they deserve.

Responsibilities:
- Lead high-level workgroups to improve service delivery and financing for the Birth to 3 Program and children???s long-term care waivers
- Analyze federal Medicaid requirements and state legislation to develop effective program policies
- Act as the primary liaison between state and federal agencies to secure program funding and grant approvals
- Research national benchmarks to ensure local programs remain competitive and effective
- Draft high-profile documents including press releases, speeches, and briefing memos for executive leadership
- Coordinate with legal and fiscal teams to ensure all program operations meet strict regulatory standards
Skills:
- Bachelor's degree
- Perrmanent residency in the state of Wisconsin
- Proven experience in policy analysis or program coordination within a complex regulatory environment
- Strong understanding of federal regulations such as IDEA Part C or Medicaid waiver programs
- Excellent written communication skills for drafting formal testimony and executive briefings
Qualifications:
- Experience specifically within Wisconsin Medicaid or Department of Health Services systems
- Background in advocacy or service delivery for children with disabilities and special healthcare needs
- Proven track record of managing large-scale projects and multi-departmental collaborations
- Ability to synthesize complex technical information into clear communications for families and providers
