This position is contracted through Spherion Staffing offering 100% remote flexibility from anywhere in Wisconsin, alongside a benefits package including PTO and Paid Holidays.
You will lead the end-to-end transition of 55+ Rural Health Clinics (200+ locations) from a legacy cost-settlement model to a Prospective Payment System (PPS). Funded by the Rural Health Transformation Program (RHTP) within the Bureau of Fiscal Accountability and Management (BFAM), this role is vital for securing rural healthcare infrastructure.
Key Objectives & Responsibilities:
- Project Lifecycle & Execution (40%): Establish the "Critical Path" for the PPS transition, tracking multi-year timelines. Lead technical work streams (State Plan Amendments, MMIS changes) aligned with grant requirements.
- Stakeholder Engagement (30%): Serve as principal liaison for external partners (CEOs, CFOs, provider associations). Lead a statewide communication strategy and present at regional conferences.
- Team Leadership (20%): Coordinate internal resources to meet grant milestones. Coach the RHC PPS team in project management skills and implement task-management software.
- Risk & Fiscal Stewardship (10%): Identify RHTP grant fiscal risks, escalate issues, and ensure compliance with federal CMS regulations and state financial policies.
Who We Are Looking For:
- Permanent residency in Wisconsin with a proven work-from-home track record.
- Success managing full-lifecycle projects from initiation through formal closing.
- Experience presenting to and negotiating with C-suite stakeholders (CEOs, CFOs).
- Strong project management background supported by a PMP or equivalent experience.
- Ability to translate dense, technical policies into clear messaging.
Preferred Experience:
- PM experience within a highly regulated environment (state/federal government).
- Background in healthcare, public health, or Medicaid frameworks.
- Experience managing large-scale, high-budget project deliveries ($5M+).
- Experience implementing team task tools (M365, Monday.com, etc.).
