The Benefits Program Manager designs, implements, and manages fee-for-service Medicaid benefits policy for the WI Dept of Health Services (DHS) Division of Medicaid Services to ensure equitable, high-quality healthcare. This role acts as a liaison between the state, providers, county agencies, and advocacy groups to integrate health equity into the healthcare delivery system.

Core Responsibilities
Benefit Management & Contract Oversight
- Program Oversight: Manage Medicaid portfolios: vision/hearing contracts, HIV/AIDS Health Home, WI Chronic Disease Program, hospice, and end-stage renal disease benefits.
- Contract Management: Oversee procurement, transition, and operations of state vision and hearing contracts.
- Collaboration: Partner with internal policy, systems, communications, and fiscal teams for smooth operations.
- Provider Support: Assist healthcare providers to improve quality, ensure program integrity, and create operational resources.
Stakeholder Communication & Issue Resolution
- Policy Clarification: Respond to complex inquiries regarding coverage and reimbursement.
- Conflict Resolution: Facilitate communication between county agencies, providers, and partners to resolve disputes and secure member access.
Program Leadership & Technical Assistance
- Program Lead: Serve as the Bureau's primary lead for the HIV/AIDS Health Home and WI Chronic Disease Program.
- Technical Guidance: Train and advise external partners on person-centered benefit administration.
- Performance Monitoring: Track and report on initiatives improving member health outcomes.
Bureau Integration
- Participate in Bureau of Benefits Policy planning and execution.
- Internal Relations: Maintain professional cross-team relationships and adapt to changes
Required Knowledge, Skills, and Abilities
- Medicaid Systems: Deep understanding of federal/state Medicaid statutes, regulations, fee-for-service, and reimbursement.
- Healthcare Delivery: Knowledge of clinical assessment, planning, evaluation, and WI public/private health resources.
- Policy Analysis: Understanding of healthcare policy development principles and processes.
- Communication: Advanced written, verbal, and interpersonal skills to guide diverse stakeholders to consensus.
- Organization: Organization: Strong project management skills to balance multiple complex health programs.
