Responsibilities:
- Lead statewide workgroups to evaluate and improve service delivery for childrens long term support programs
- Manage the process of obtaining and maintaining federal authority to fund Medicaid and Birth to 3 programs
- Serve as the primary liaison between state leadership and federal agencies to secure vital grant and waiver approvals
- Analyze state and federal legislation to determine its impact on local healthcare services and family support systems
- Partner with legal counsel and fiscal teams to develop program budgets and ensure regulatory compliance
- Draft high level communications including briefing documents for executive staff and informational materials for the public
Skills:
- Niche Program Expertise: Direct experience with programs such as the Children's Long Term Support (CLTS) Waiver, Birth to 3, or Katie Beckett Medicaid.
- Advanced Public Health Background: A Master's degree in Public Policy, Public Health, Social Work, or a related field.
- Strategic Benchmarking: Experience researching and implementing national benchmarks for children's healthcare and disability services.
- Public Relations Experience: Background in drafting speeches or fact sheets for high-ranking government officials, such as a Governor or Secretary.
- Contract Management: Familiarity with communicating technical and operational information to contracting entities and service providers.
Qualifications:
- Policy Analysis & Development: Proven ability to analyze complex federal and state legislation and translate it into operational program policies.
- Medicaid & Federal Regulation Knowledge: Comprehensive understanding of Medicaid requirements, federal waiver processes, and Part C of the Individuals with Disabilities Education Act (IDEA).
- Project Leadership: Experience leading large-scale, department-wide projects and multi-disciplinary workgroups.
- Federal Liaison Experience: Ability to serve as a primary point of contact with federal agencies to secure program funding and grant approvals.
- Professional Communication: Skill in drafting executive-level briefings, press releases, and technical policy manuals for a statewide audience.
- Systems Thinking: Ability to develop specifications for data reporting and information systems related to program eligibility and performance.
- Legal & Fiscal Literacy: Experience collaborating with legal counsel and fiscal teams to ensure regulatory compliance and assist with budget estimates.
