The position is responsible for both the ongoing management and the long-term development of assigned mental health and substance use treatment benefits. Ongoing activities include, but are not limited to, drafting communications to healthcare providers to announce policy changes, working with technical staff to ensure accurate payment of healthcare providers, collaborating with intra-departmental workgroups, researching and responding to coverage and reimbursement questions from external stakeholders, and acting as a liaison with behavioral healthcare providers. Long-term activities include, but are not limited to, analyzing proposed changes to coverage and reimbursement policies, developing alternative health care delivery models, and proposing budget initiatives to improve the cost-effectiveness and quality of assigned benefit areas.

- Analyze proposed changes to mental health and substance use treatment coverage and reimbursement policies
- Research state and federal regulations to support healthcare policy development
- Create detailed implementation plans and timetables for approved policy initiatives
- Collaborate with technical staff, fiscal partners, and legal experts to launch new programs
- Respond to coverage inquiries from healthcare providers, legislative staff, and community partners
- Review clinical data and healthcare trends to present actionable policy options to leadership
Skills:
- Bachelor's or Master's degree in Public Policy, Healthcare Administration, Public Health, or related field
- Strong background in research, policy analysis, and healthcare program management
- Knowledge of Medicaid programs, medical coding, or healthcare billing processes
Qualifications:
- Experience working with large data sets to evaluate program impact
- Excellent written and oral communication skills for diverse stakeholder groups
- Ability to work independently, manage complex projects, and meet core deadlines
