-Direct the daily financial administration including: develop, execute, and manage the annual budget; manage investments; reconcile monthly bank statements; prepare various financial statements; perform short-term and long-term financial analysis and planning-Supervise and manage staff engaged in maintaining the general ledger, payroll, purchasing, capital asset records, utility accounts, receipt and disbursement of funds, and budgetary functions-Establish guidelines and policies to ensure effective and efficient operations; organize regular meetings; review, plan, and assign duties; direct the work of staff; oversee staff training and development; provide work directives and guidance-Implement, direct and monitor internal financial controls, including controls for utility billing, cash receipting, payroll, fixed assets, special assessments, capital projects and construction contracts; oversees the collection and disbursement of company funds; monitor and ensure the compliance of all policies and local, state and federal laws and regulations-Monitor all financial and software systems and procedures; determine when upgrades, changes or additional ERP software or products are needed to keep processes efficient and accurate

-Bachelor???s Degree in Accounting, Finance, or a closely related field-Eight years of experience in local government financial management preferred-Three or more years of payroll experience-Five or more years of supervisory experience-Equivalent combination of education and experience is acceptable-Ability to create and maintain effective working relationships with peers, superiors, other City departments, subordinates, vendors, contractors, external government agencies and organizations-Strong communication skills, both orally and in writing
