Under the general direction of the Health Care Eligibility Policy Section Manager, this position has responsibility for supporting the Health Care Eligibility Policy team in identifying, analyzing, developing and implementing policies for Wisconsins BadgerCare Plus and Medicaid programs. This position will focus on rapidly evolving large-scale Medicaid eligibility initiatives brought forward by federal partners but may complete other policy-related tasks as assigned.

Responsibilities:
- Assisting bureau, division and department management in identifying, analyzing and developing necessary policy changes to meet state or federal mandates and/or serve the needs of program members
- Coordinating program design and implementation activities with other bureau, division and department staff
- Serving as a policy resource for DHS colleagues, income maintenance agencies, managed care organizations, and other internal and external partners
- Developing and maintaining policy resources, such as handbooks, forms and publications; and planning activities to improve policy, process and systems.
Qualifications:
- Ability to work independently, under general supervision, and to manage competing priorities and assignments.
- Excellent communication skills, both verbally and in writing.
- Knowledge of eligibility and enrollment policy; eligibility-related processes and systems
- Strong analytical skills, with experience in analyzing state and federal laws and regulations
- Ability to convey complex information effectively through verbal presentations.
- Ability to understand and follow complex written and verbal direction and instructions.
- Ability to prepare clear, concise and complete analysis with supporting documentation.
- Excellent planning and organizational skills
- Ability to exercise judgment and critical thinking in applying and interpreting administrative policies and procedures.
