      This position is responsible for developing and executing human resource strategy in support of the overall business and strategic direction of the Bank, specifically in the areas of talent management, change management, organizational and performance management, training and development, succession planning and compensation and benefits. The position will provide leadership by articulatingHR needs and recommendations to Executive Management and the Board of Directors. The manager will oversee and/or complete a variety of daily operation requirements such as benefit planning, payroll services, and team member assistance.Responsibilities:- Responsible for planning, development, and implementation of effective Human Resource strategies and policies. Assists Management in developing short and long-term objectives. Administers operational plans to further the Bank's goals and strategic objectives.- Function as a business advisor to the Management Team or Board of Directors regarding organizational or management issues.- Provide overall leadership and guidance to the HR function within the Bank. This includes, but may not be limited to: talent acquisition, career development, performance management, retention, training, compensation, benefits and succession planning.- Review and update policies at least annually; Personnel Policy Manual, Discrimination & Harassment Policy and the Concussion Policy recommending updates and changes.- Annually review compensation programs, participating in appropriate surveys, look at local market benchmarks and work closely with consulting partner Balanced Comp for recommendations and best practices. Prepares recommended salary rate changes as appropriate working with managers for input to establish and maintain competitive rates, maintaining equity among all employees.- Annual review of company's benefit programs including medical, dental, vision, life, supplemental benefits, 401(k) and profit sharing, and paid time off to include RFP's if needed to evaluate vendors and pricing. Has responsibility for annual open enrollment, new hire benefit enrollment and qualifying events. Maintain file feeds for auto enrolling employee benefits and updates with all carriers. - Ensure company compliance with federal, state and local employment laws to include FLSA, FMLA, ADA, HIPAA, EEOC, USERRA, Affirmative Action, Diversity, Equity and Inclusion, etc.- Manages bi-weekly payroll process to include data input of new hires, terminations, compensation changes, hours worked, processing and reporting. Maintains payroll software, keeps up-to-date on software developments and ensures all employees are trained to use.- Coordinates various activities, arranges meetings and events and informs all involved parties.- Supports employee development through facilitation of employee training.       Oversees the approval and declines of consumer loan applications. Responsible for organizing, planning, and directing the company's consumer loan functions to maximize profits and growth. This position establishes and implements departmental lending policies and operational procedures consistent with overall company management policies.
