Youll play a key role in analyzing, developing, and implementing policy changes related to Wisconsin Medicaid and BadgerCare Plus, working closely with legal, clinical, and technical teams to ensure policies are effective, clear, and aligned with best practices.
Work Environment & Benefits:
- Remote work available for Wisconsin residents (occasional in-person meetings may be required)
- Long-term contract through June 2026

Responsibilities:
Shape Medicaid & BadgerCare Plus Policy
- Research and propose changes to coverage and reimbursement policies
- Define policy goals, analyze impacts, and synthesize supporting data
- Collaborate with clinical experts and legal teams to align policy with care standards
Lead Policy Implementation
- Develop and manage implementation plans for new policies
- Coordinate with technical teams to integrate updates into Medicaid systems (MMIS)
- Support provider communications and stakeholder outreach
Support Ongoing Program Operations
- Address provider inquiries, legislative questions, and complex benefit issues
- Draft official communications and policy guidance for DHS leadership
- Monitor and manage contracts and benefit area coordination
Act as a Subject Matter Expert
- Serve as the policy lead for your assigned benefit area
- Participate in budget planning, legislative development, and public meetings
- Represent the Bureau in stakeholder discussions and internal briefings
Qualifications:
- Bachelors degree in public policy, healthcare administration, or a related field
- 2+ years of experience in healthcare policy or working within Wisconsin Medicaid systems
- Excellent analytical and problem-solving skills
- Strong written and verbal communication abilities
- Proven ability to work cross-functionally with technical, legal, and clinical teams
- Proficiency with Microsoft Office Suite and remote communication tools
- Knowledge of healthcare billing, Medicaid regulations, and reimbursement processes
- Familiarity with CPT, HCPCS, and ICD coding is a plus
- Passion for improving healthcare systems and public service
- Eagerness to learn and grow within a collaborative policy environment
- Ability to manage multiple priorities and deliver high-quality work under deadlines
