The analyst will lead data-driven policy and quality improvement efforts that impact Medicaid programs serving children with disabilities. The role requires a strong command of advanced analytics and reporting tools, especially Microsoft Excel, to support the development, monitoring, and evaluation of performance measures and statewide program initiatives.
Responsibilities:
- Perform complex data analysis and reporting using integrated Medicaid datasets
- Develop dashboards, performance reports, and visualizations to support program oversight
- Utilize advanced Microsoft Excel skills (e.g., pivot tables, Power Query, VLOOKUP, macros, data visualization) to manage and interpret large data sets
- Conduct cross-bureau and cross-division analytics projects related to long-term care and health services
- Leverage tools such as SAS, Excel, and MS Access for querying, analysis, and reporting
- Monitor federal and state performance metrics and ensure timely submission of required data
- Analyze trends, outcomes, and cost-effectiveness across childrens Medicaid programs
- Support policy development by synthesizing complex data into actionable insights
- Draft briefs, presentations, and reports for leadership and external stakeholders
- Represent the department in meetings with local governments, providers, families, and advocates
- Research and evaluate federal and state policy developments affecting children with disabilities
- Develop communications and technical assistance materials using a variety of formats (e.g., webinars, websites, presentations)
Working hours: 8:00 AM - 5:00 PM
Skills:
- Bachelor's or Master's degree in Public Policy, Public Health, Social Sciences, Data Analytics, or related field
- Experience with Medicaid, long-term care, or programs for children with disabilities
- Familiarity with federal reporting requirements and public health data systems
- Experience developing dashboards or visual data presentations for leadership

- Minimum 2 to 3 years of experience in data analysis, public policy, or health program evaluation
- Advanced proficiency in Microsoft Excel (e.g., pivot tables, advanced formulas, Power Query, charts, and data modeling)
- Strong analytical skills, including the ability to manage and interpret large data sets
- Proficiency with additional tools such as SAS or Access is a plus
- Excellent written and verbal communication skills
- Ability to work independently and collaboratively across teams
- Must reside in the state of Wisconsin
