Under the general supervision of the Communications Director, this position will work within the State of Wisconsin Department of Medicaid Services (DMS) for the COVID-19 Unwinding project.Special rules were put into place during the federally declared COVID-19 emergency to prevent people who receive BadgerCare Plus and Medicaid benefits from losing benefits critical to their health. In anticipation of the federal declaration ending in 2022, DMS is preparing to unwind the special rules and resume the normal processes that were in place before COVID-19.Responsibilities:- Managing a complex, multi-faceted communications effort focusing on the accomplishment of component campaigns from inception to completion/publication- Maintaining awareness of all ongoing and upcoming communications work as it relates to efforts to unwind the temporary Medicaid policies that have been in place during the COVID-19 pandemic- Presenting summary information regarding communications plans and schedules in various formats to inform leadership awareness of the status of various efforts: could include a master comms calendar, a compendium of all campaign plans, etc.- Ensuring that communications staff focused on unwinding are clearly tasked and have resources/training/knowledge necessary to complete deliverables in a timely fashion- Serving as the main point of contact for the Communications Director, Communications Manager, and members of the DMS Administrators Office (AO) regarding the communications for the unwinding efforts- Serving as the lead communications representative on high-profile unwinding workgroups to monitor and evaluate the communications needs and provide expertise /support in the development of desired communications- Identifying any issues regarding contradictory information, any scheduling conflicts among various comms initiatives, and any other risks to reaching communications goals- Escalating concerns to leadership when needed- Coordinating across the Division to help ensure the accuracy and quality of all communications- Working in collaboration with the Communications Director, Communications Section Manager, other members of the DMS Communications Team, and contractors from other vendors, to ensure the Divisions communications adhere to Department styles and standards and support the Departments overall communications goals and objectivesWorking hours: 8:00 AM - 4:30 PMSkills:- Ability to use discretion in dealing with confidential communications situations and information- Knowledge of basic grammar, AP style, and spelling, as well as the attention to detail to be able to effectively proofread using that knowledge- Knowledge of effective public relations techniques- Knowledge of Medicaid and/or FoodShare (SNAP) programs and policies- Ability to produce department/division communication for media and public use, including social media- Ability to tailor messages for multiple stakeholder groups, including low literacy/numeracy, and limited English proficiency groupsEducation:BachelorsExperience:1-4 yearsQualifications:- Bachelors degree required- Strong leadership and people skills- Strong organizational skills and attention to detail- Excellent written and oral communication skills- Skill in developing and managing web content using Drupal- Experience with GovDelivery- Experience with managing document review software- Knowledge of communications project planning and concepts including an understanding of the principles and practices of developing timely written communications (memos, reports, brochures, newsletters, e-mail notices, web pages, video presentations, PowerPoint presentations, etc.) that effectively communicate program, policy, and other information to internal and external audiences-Knowledge of communications challenges, as well as techniques and design principles that emphasize accessibility and ease Apply via the apply button in the top right hand corner today!Spherion has helped thousands of people just like you find work happiness!
